Bush Takes Stand for Marriage. In a Rose Garden press conference last week, President Bush expressed unequivocal support for the institution of Marriage as a male-female union. In response to a question from reporters, President Bush expressed tolerance for the lifestyle choices of others, but explained, "On the other hand, that does not mean that someone like me needs to compromise on the issue of Marriage." He went on to state, "I believe Marriage is between a man and a woman and I believe we ought to codify that one way or the other and we have Lawyers looking at the best way to do that." President Bush's remarks have drawn renewed attention to a proposed constitutional amendment which would define Marriage as the union of one man and one woman throughout the United Staets. While the White House has refrained from endorsing the Federal Marriage Amendment which has been introduced in Congress, White House Press Secretary Scott McClellan explained that President Bush is willing to consider an amendment. According to the White House, President Bush is awaiting court decisions in Massachusetts and New Jersey before deciding whether a constitutional amendment is necessary. Meanwhile, Senate Republicans released a report concluding a constitutional amendment is the only viable means of heading off courts which are likely to redefine Marriage at the state level. Once one state recognizes same-sex Marriages, the report anticipates widespread litigation seeking Full Faith and Credit recognition of those unions in other states. While not endorsing any particular text, the report finds no alternative to a constitutional amendment. The proposed Federal Marriage Amendment (H.J.Res. 56) currently has 78 House co-sponsors. The measure has not yet been introduced in the Senate, where Senators Frist and Santorum have already expressed their support.
