Texas Becomes 37th State to Adopt State DOMA. On Wednesday, the Texas House of Representatives became the 37th state legislature to pass a "defense of Marriage" bill. The bill now awaits Governor Perry's expected signature. The Texas law specifically states that a same-sex "Marriage" or civil union is not valid or recognized in the state, regardless of when or where it was entered into. The Texas statute defines "civil union" as "any relationship status other than Marriage that is intended as an alternative to Marriage or applies primarily to cohabiting persons" and gives such relationship the same Legal treatment as Marriage receives. The legislation also specifically acknowledges that private agreements can be entered into by which will achieve the same Legal results which many advocates of same-sex "Marriage" claim they cannot get without a Marriage license. The 118-9 vote in the House comes as a result of last year's elections, in which Texans elected what some consider the most conservative legislature Texas in years. News reports suggest that even opponents voted for the measure in order to neutralize any political impact the issue may have had. Another Texas bill which would prevent those engaged in the homosexual or bisexual lifestyle from serving as foster parents stalled in committee after a deluge of testimony opposing the bill. Representative Talton, author of the bill, told the committee, "I don't think it's right to teach a gay and lesbian lifestyle to a young child before the age of accountability."
