Belgium Becomes Second Nation to Redefine Marriage.
Last Thursday, the small European nation of Belgium became just the second nation on earth to extend Legal recognition of same-sex "Marriage." The legislative proposal passed the lower house of the Belgian Parliament on a 91-22 vote, with 9 abstentions. Having already passed the upper chamber, the bill needs only the king's formal signature before taking effect in four months.
The measure highlighted the nation's social and ethnic differences. With the nation divided into a northern Flemish (Dutch) Region, and the southern, French-speaking Walloon Region, the Dutch-speaking majority parties sought the support of the more conservative French-speaking representatives. As explained by one Green Party representative, the bill commanded less public support than the vote total suggested, with many representatives finding themselves bound to support the measure under an agreement signed in 1999 making them part of the majority ruling coalition.
The final bill text reflects some small measure of the ongoing controversy over the legitimacy of same-sex unions, as the law does not include adoption rights and limits its application to residents of Belgium and the Netherlands. The new measure builds upon rights granted in a 1998 "statutory cohabitation" law extending Limited economic benefits to unmarried cohabiting couples of the same or opposite sex.
